INTRODUCTION

The Punjab Destitute & Neglected Children Act was passed by the Government of the Punjab in 2004, amended in 2007.

Child Protection & Welfare Bureau was established as an autonomous organization in July 2004 under the administrative control of Home Department.

The Bureau started functioning and was formally inaugurated on February 24th, 2005.

Child Protection and Welfare Bureau is an autonomous body of Government of the Punjab mandated to protect and rehabilitate destitute & neglected children through provision of an environment that maximizes opportunities for childhood development and promotes access to education, health care and psychological well being. The Bureau was established under the Punjab Destitute & Neglected Children (First Amendment) Act 2007, which is an effective legal framework in line with the UNCRC. CPWB is currently delivering child protection services in seven districts of the province including Lahore, Gujranwala, Sialkot, Rawalpindi, Multan, Faisalabad and Dera Ghazi Khan.39,270 destitute & neglected children have been facilitated by the Bureau in six years.

 

WHAT IS CHILD PROTECTION

Child abuses are human rights violations as well as massive, under-recognized and under-reported barriers to child survival and development.

In fact, research has shown that acts of violence, exploitation and abuse can result in childhood death, disability and poor development both physically and mentally including low self-esteem and even violent behaviors.

VISION/MISSION STATEMENT

To create a child-friendly society, in which every child can live in a family or family like environment where all his /her physical, social and psychological needs are fulfilled.

To work towards an environment, in which families, communities, organizations and governments ensure that children’s physical, social and psychological needs are fulfilled, so that they grow into healthy, contributing members of society.

THE GOALS

  1. To protect and safeguard the children from professionally operating gangs of child beggary. 
  2. To prevent child abuse including Commercial sexual Exploitation of Children.
  3. To help  drug Addicted children get treatment and rehabilitation
  4. To provide legal and other support to children in jails and rehabilitation after release.
  5. Comprehensive follow up program for the rescued children. 
  6. To provide services for the destitute & neglected children (Education, Health, protection, care, welfare, skill, jobs)
